Town, and ought we think, for the purpose of the Reform Bill,
to be included

with it. With the exception of a Distillery, a large
Flour-mill and a Tan-yard,

the value of property in this Suburb is low, compared with its
Population, the

latter being 1.600 souls, whereas the number of Voters it would
furnish would

not exceed 30; if these 30 be added, however, to the 353 above
mentioned, we

shall have a total Constituency of 383.

10.— The Limits of the Liberties of Carlow, or Districts under
the jurisdic-
-
tion of the Sovereign, are, as we have observed above, very
imperfectly known;

and as they are not connected in any way with the Elective
Franchise, we are

not by our instructions called upon to regard them in proposing
new Limits

for the purposes of the Reform Bill.

The following is therefore the Boundary that we
propose, and it is drawn

round the Town as close as it conveniently can be. It
includes, however, the

Suburb of Graigue, which we consider ought to be taken in,
though it is in a
-
different County, as has been already observed.

From the point (A) below the Town at which the
River Barrow is met

By the Northern Wall of the Grounds of the
House belonging to Mr.
-
Carey. Adjutant to the Carlow Militia,
Eastward, along the said Wall to
-
the point (B) at which the same meets the
Kilkenny Road; thence in a
-
straight line to the Southern corner of the
Infirmary (C); thence in a
-
straight line to the point, a little above the
Barracks, at which the River
-
Burren is joined by a small Stream (D); thence
up the said Stream and
-
across the Tullow Road (E) to the point at
which the same Stream is met
-
by a Hedge which runs down thereto from
opposite the Southern end of
-
the Plantation attached to the House on the
Baltinglass Road, which
-
belongs to Mr. Hunt, and is occupied by Mr.
Butler, and along the said
-
Hedge to the point at which the same meets the
Baltinglass Road (F);
-
thence in a straight line, in the direction of
the Cupola of the Lunatic
-
Asylum, to the point (G) at which such straight
line cuts a Road which
-
runs between the Baltinglass Road and the
Dublin Road; thence in a
-
straight line to a Gate (H) on the Eastern side
of the Dublin Road, which is
-
distant about 100 yards to the North of the
North-eastern corner of the
-
Enclosure Wall of the Lunatic Asylum; thence
along the Dublin Road

to the point (K) at which the same is met by
the Northern Enclosure Wall
-
of the Lunatic Asylum to the point (M) (to the
North of the principal

Entrance to the Lunatic Asylum) at which the
Athy Road is met by a Wall

which runs therefrom to a Burial Ground, and
which Wall is the Southern

Boundary of the Pleasure Grounds of Mr. Horton;
