Mr. Pattison asked the Minister for Lands whether any proceedings have been taken to acquire for distribution the Alexander Estate at Ballinabranna, County Carlow; whether he is aware that a number of workmen residing in dilapidated houses on the estate have applied for labourers' cottages on selected sites on the estate, and whether he will avail of the opportunity presented by the division of these lands to allocate holdings to these men.

Mr. Ruttledge: The Land Commission have arranged for an inspection of the lands on the Alexander Estate to ascertain their suitability for acquisition and division. The question of providing holdings or of arranging suitable accommodation thereon for residents on the estate will be considered in the event of the estate being acquired.

Mr. O Ceallaigh: The reply to the first part of the question is in the affirmative. The inspector reports that the construction work generally is sound, but that progress is slow. I have communicated the terms of the report to the board of health and have made suggestions with a view to accelerating the rate of completion.

[788] Mr. Norton (for Mr. Everett) asked the Minister for Lands whether repeated applications were made by the uneconomic holders in the district to have the estate of John Young, County Carlow, Record No. U.8640, acquired and distributed amongst them; whether he is aware of the fact that there are a large number of uneconomic holders and landless men concerned, and that they urgently need the use of the land which the division of this estate would make available to them, and if he will state when it is intended to acquire and distribute the estate, and at what stage the negotiations towards that end stand at the moment.

Young, and the Land Commission have decided to institute proceedings for the acquisition of these lands. It is not possible to state at this stage whether or when the lands will be acquired.

An objection has been lodged to the acquisition of the lands, and this objection is pending for hearing before the Land Commission. It is not possible to anticipate a decision.

Mr. Norton asked the Minister for Local Government and Public Health whether he is aware of the dissatisfaction which exists in County Carlow at the delay in proceeding with the hospitalisation scheme for the county, and if he will state what steps he proposes to take to have the matter settled in such a manner as will enable the county to obtain the benefits of the proposed hospitalisation scheme.

The responsibility for the delay rests with the board of health and public assistance. I had hoped that the board themselves would adopt a more reasonable attitude.

Mr. Norton: Everybody who has any experience of the position knows that the delay is with the board of health, but I should like to ask the Parliamentary Secretary what he is doing to ensure that the provision of an up-to-date hospital scheme for the county will be commenced without any further delay on the part of the board?

Dr. Ward: We have repeatedly requested the local authority to proceed with the erection of the county hospital in Carlow but so far they have refused unless they get a guarantee in advance that certain district hospitals will be provided subsequent to the provision of the county hospital. They are not going to get such a guarantee. The provision of a county [1226] hospital, fever hospital and county home is a matter of urgency. No definite undertaking can be given as to what further institutions will be provided.

Mr. Norton: The poor of the county are suffering seriously by the unwillingness of the board of health to discharge its obvious duty in this matter. Will the Parliamentary Secretary say what steps he proposes to take to compel the board to carry out what is its obvious duty, not merely morally but by statute?

Mr. Norton asked the Minister for Local Government and Public Health whether, in view of the failure of the County Carlow Board of Health and Public Assistance to proceed with the hospitalisation scheme for the County Carlow, he will state what steps he proposes to take to ensure that adequate hospital services are provided in the county.

Dr. Ward: The failure of the board of health and public assistance to proceed with the provision of a new county hospital and a new fever hospital at Carlow will entail the withdrawal of the offer of the grant for these institutions. There are hospitals required in other parts of the country to which grants cannot be allocated owing to the present commitments of the Hospitals Trust Fund and unless the Carlow Board of Health quickly change their [626] attitude the course I have indicated will have to be adopted.

Mr. Norton: Arising out of the Parliamentary Secretary's reply, may I ask if he does not consider that he has some statutory duty to perform in the matter of requiring the Carlow Board of Health and Public Assistance to provide up-to-date hospital services for the people of the county? Does he propose to exercise that statutory duty in this matter?

Dr. Ward: These works in Carlow are admittedly desirable and urgent, but there are other counties in which such services are required, where it has not been found possible to start hospitalisation work and where the problem is equally urgent. There are so many counties remaining in which these works are required that it is not intended to compel the Board of Health in Carlow to proceed.

Mr. Norton: Arising out of the Parliamentary Secretary's reply, will he arrange with the Minister to enable local elections to be held in Carlow so that the people of the county will have an opportunity of putting into office a board of health which will proceed with this work? Surely the Department of the Parliamentary Secretary have a special responsibility to exercise their statutory powers in this matter, seeing that they are preventing the people of the County Carlow from electing a board of health which will carry out this necessary work.

Mr. Norton asked the Minister for Local Government and Public Health whether he has received any representations regarding the provision of a water supply to residents at Carrigduff, County Carlow; and if he will state whether it is proposed to provide a water supply for this village, and, if so, when.

Dr. Ward: The reply to the first part of the question is in the affirmative. The provision of a water supply for Carrigduff is a matter for the Carlow Board of Health. I cannot say when a supply will be available. The Carlow Board of Health have for a considerable time been negotiating with the Wexford Board of Health for the taking of a supply of water for Carrigduff from the pipe line serving Bunclody, but no agreement as to terms has so far been reached.

Mr. Norton: Arising out of the Parliamentary Secretary's reply, will he endeavour to use his good offices to bring these interminable negotiations to a satisfactory conclusion in the near future?
