avail of the opportunity presented by the division of these
lands to allocate holdings to these men.

The inspector reports that the construction work generally is

obtain the benefits of the proposed hospitalisation scheme.

affirmative. The responsibility for the delay rests with the
board of health and public assistance. I had hoped that the
board themselves would adopt a more reasonable attitude.

delay is with the board of health, but I should like to ask the
Parliamentary Secretary what he is doing to ensure that the
provision of an up-to-date hospital scheme for the county will

Dr. Ward: We have repeatedly requested the local authority to proceed with
the erection of the county hospital in
Carlow but so far they have
refused unless they get a guarantee in advance that certain
district hospitals will be provided subsequent to the provision
of the county hospital. They are not going to get such a
guarantee. The provision of a county
[1226] hospital, fever hospital and county home is a matter of urgency.
No definite undertaking can be given as to what further
institutions will be provided.

unwillingness of the board of health to discharge its obvious
duty in this matter. Will the Parliamentary Secretary say what
steps he proposes to take to compel the board to carry out what

proceed with the provision of a new county hospital and a new
fever hospital at Carlow will
entail the withdrawal of the offer of the grant for these
institutions. There are hospitals required in other parts of the
country to which grants cannot be allocated owing to the present
commitments of the Hospitals Trust Fund and unless the
Carlow Board of Health
quickly change their

attitude the course I have indicated will have to be adopted.

he does not consider that he has some statutory duty to perform
in the matter of requiring the
Carlow Board of Health and Public Assistance to provide
up-to-date hospital services for the people of the county? Does
he propose to exercise that statutory duty in this matter?

Dr. Ward: These works in Carlow are
admittedly desirable and urgent, but there are other counties in
which such services are required, where it has not been found
possible to start hospitalisation work and where the problem is
equally urgent. There are so many counties remaining in which
these works are required that it is not intended to compel the
Board of Health in Carlow to
proceed.

Mr. Norton: Arising out of the Parliamentary Secretary's reply, will he
arrange with the Minister to enable local elections to be held
in Carlow so that the people
of the county will have an opportunity of putting into office a
board of health which will proceed with this work? Surely the
Department of the Parliamentary Secretary have a special
responsibility to exercise their statutory powers in this
matter, seeing that they are preventing the people of the County
Carlow from electing a board of health which will carry out this
necessary work.

will state in respect of the financial year 1937/38 (or the last
period for which the figures are available) what was the amount
of the agricultural grant (including supplementary grants)
payable to Carlow County
Council; at what rate in the pound were rates levied by the
county council on (a) land, (b) buildings and (c) other
hereditaments (i) in the county health district (excluding the
urban area), and (ii) in the urban area; what was the average
abatement in the pound in the rates levied on agricultural land
(a) in the county health district (excluding the urban area) and
(b) in the urban area represented by the agricultural grant
(including supplementary grants); and what was the total amount
of the rates levied by the county council on (a) land, (b)
buildings and (c) other hereditaments (i) in the county health
district (excluding the urban area) and (ii) in the urban area.

the same townlands, and the question of the acquisition of these
estates is under consideration.

to the effect stated were made in writing to the Commissioners
of Public Works on April 17th, 1939, by Deputy Dr. Humphreys.
The further information was then given that the preparation of

were well in hand and that no avoidable delay would take place
in relation to any stage of this matter; applications for
tenders will issue at an early date.

he has received any representations regarding the provision of a
water supply to residents at Carrigduff, County
Carlow; and if he will state
whether it is proposed to provide a water supply for this
village, and, if so, when.

Dr. Ward: The reply to the first part of the question is in the affirmative.
The provision of a water supply for Carrigduff is a matter for
the Carlow Board of Health. I
cannot say when a supply will be available. The
Carlow Board of Health have
for a considerable time been negotiating with the Wexford Board
of Health for the taking of a supply of water for Carrigduff
from the pipe line serving Bunclody, but no agreement as to
terms has so far been reached.

endeavour to use his good offices to bring these interminable
negotiations to a satisfactory conclusion in the near future?

suppose that, to that extent, progress is being made.
